The Texas Appraiser Licensing and Certification Board’s (TALCB) first meeting of 2025 opened with elections of its vice chair and secretary—who are now, in order, appraiser member Chance Bolton and appraiser member Rolando Castro.

The 2025 Mentor Applicants

The Board’s mentorship program, running for over ten years now, is an important program and unique to Texas. Mentors selected for this program serve two-year terms and are appointed every two years at the Board’s February meeting.

The latest round of mentor applicants is 12 people long—which includes two new members, in addition to those who have previously served the program. The Board appreciates the mentors for their service.

“These are all very experienced appraisers that serve as mentors, primarily working with respondents to provide remedial education,” explained TALCB General Counsel Kathleen Santos. “Also, in the context of an applicant for licensure, we [TALCB] can award contingent approval of a license with completion of mentorship. The purpose of this is to help appraisers address what needs to be addressed in their practice and they can move on and continue to appraise and get their license and continue with their careers.”

AMCs, the Reporting Deadline Is Coming Up

The mandatory reporting period for the AMC National Registry is open. Appraisal Management Companies registered in Texas, also those federally regulated and operating in Texas, must submit mandatory reporting and pay the associated fee by March 31, 2025. Collected fees are submitted to the Appraisal Subcommittee.

TALCB’s New Online System

TALCB staff updated Board members on the development of a new system that will launch later this year. It will help the agency and its license holders go paperless and easily manage licenses, apply for licensure, make all fee payments, and more—online 24/7. To help the agency smoothly transition to these new processes, license holders due for renewal in the summer and fall are encouraged to complete renewal as soon as possible.

New Rules

The Board adopted changes to rules that impact complaint processing, license reinstatement, and more. Here are the highlights.

Complaints and Sanctions

Some of the amendments adopted to §159.204, Complaint Processing clarify the preliminary investigative review process, add a subsection for the online payment of administrative penalties and required fees, and remove the sanctions guidelines into new rule 159.203. The new rule outlines the Board’s sanctions guidelines and factors taken into consideration for case disposition.

Trainee License Reinstatement

Adopted amendments to §153.16, License Reinstatement define the requirements for the reinstatement of an expired trainee license, for clarity. This will help reduce barriers to entry into the industry by providing a mechanism that allows trainees to reinstate their license more efficiently.
