The Board held its regular quarterly meeting earlier than usual on April 23rd at our HQ in Austin. We did this in order to ensure we considered whether to adopt the new Appraiser Qualification Board’s criteria for education and experience that went into effect at the federal level on May 1, 2018.
The Texas Appraiser Licensing and Certification Board takes pride in providing high quality education and licensing services, and effective consumer protection across Texas. In recent months, there have been significant issues with the quality of customer service we are providing to consumers and to our license holders. I take personal responsibility for addressing these issues. I want you to know that I – along with the entire Texas Licencing and Certification Board staff – recognize your frustrations, and we are committed to solving these issues.
At its meeting on February 9, the Board approved for adoption an amendment to rule 153.21 that, once implemented, will allow an experienced Supervisory Appraiser to supervise up to five Appraiser Trainees at one time under certain conditions. Current rules allow a qualified Supervisory Appraiser to supervise up to three Appraiser Trainees at one time.
The Board held its regular quarterly business meeting on Friday February 9th , and we offered appraiser continuing education (ACE) hours for attendance, so we had a number of extra license holders join us that day. The Board members elected Martha Gayle Reid Lynch as Vice-Chair and Earl “Buster” Renfrow as Secretary for the next 12 months.

Volunteering to become a TALCB Mentor is a way for experienced appraisers to serve the public interest and contribute to the appraisal profession by working one-on-one with appraisers required to complete remedial training and education. Mentors agree to serve for a two-year period and are a key component of the agency's process to ensure appraiser competency.
The TALCB is a nine member board composed of four certified real estate appraisers and four public members appointed by the Governor to serve staggered six-year terms. The Executive Secretary of the Texas Veterans Land Board (or their designee) is the ex-officio ninth member.
